Subject: Formal Complaint – Derogatory Remarks by Mr. Tomasz Fornal (Poland) on Ningbo, China, during/after 2026 VNL Finals

To the FIVB Disciplinary Panel / Ethics Officer,

I am writing as a volleyball follower to report conduct by Polish national team player Tomasz Fornal that, in my view, breaches the FIVB Code of Conduct (2025) and FIVB Code of Ethics, and undermines the respect owed to a VNL host city.

Facts: During the 2026 Volleyball Nations League men’s finals held in Ningbo Beilun, Zhejiang, China (early Aug 2026), Mr. Fornal competed and was awarded MVP. On 6 Aug 2026 he published a YouTube/Instagram vlog filmed in Ningbo, in which he:

1. Called a street in Ningbo “China’s slum / 贫民窟”;

2. Claimed the area is “dangerous after 10 pm”;

3. Stated “China is overrated”, contrasted China negatively with Japan, and ridiculed local payment/app ecosystem.

Why it falls under FIVB remit: The remarks were made by a registered FIVB athlete, immediately after a FIVB flagship event, using footage shot while in China for that event. Under FIVB Code of Ethics Art. 1.2, conduct tied to a player’s public role at an FIVB event is within scope. The statements disparage a host city, misrepresent safety conditions for fellow athletes/officials, and contradict the courtesy expected of a VNL MVP toward the hosting federation and fans.

Requested action:

• Acknowledge receipt and open a disciplinary/ethics review;

• Require Mr. Fornal to remove or correct the misleading segment;

• Issue a public reminder that host cities and fans deserve respect;

• Inform the Polish Volleyball Federation (PZPS) under the co-accountability principle (Code of Ethics 2.3).
